What happens when a user reaches his limit with respect to a website?

Two types of limits exist for websites: network bandwidth limits and inbound connection limits.

Once a user reaches the network bandwidth limit for his website, that site’s bandwidth use is throttled. When a site exceeds the number of inbound connections on a specified port, all connections beyond the limit are shut down.
