CPUDJailed cores will now expand to the maximum aggregate start_throttling values of all users in the jail rounded up to the nearest core, using max_jail_cnt as an upper bound.
2 users in the jail with start_throttling of 50 and 51 is 50+51=101. As a result, if the jail is capable of expanding to 2 cores, it will do so.
If max_jail_cnt is 1 however, it'll only ever expand to 1 core, regardless of the aggregate of start_throttling.
