If you add two or more users to a group, these users would have the same CPU, memory, and I/O limits. But as the software functions right now (November 2013), once a user enters a jail core due to overuse, his CPU use, for example, could vary above or below the limits, depending on how many jailed users there are to share the core with. If you need to prevent this scenario, you’d need a different solution—a VPS on KVM, Xen, etc., which would also allow you to choose disk space and OS.
